Regular Meeting
March 29, 2018
The Faculty Senate was called to order by J. McDonald, Chair on Thursday March 29, 2018, in FSHN T101 at 3:30 p.m. Forty-nine (49) members were present with nine (9 absent and six (6) nonvoting members present.
Minutes of March 8, 2018 meeting were approved as circulated.

- The Research & Arts Committee has approved the request to change the name of WSU Health Science STEM Education Research Center (HS-STEM-ER Center) to WSU Center for Health Science Education Research (CHSER)

- Faculty fundraising opportunities are being developed, please email me and those comments or ideas will be forwarded to VP Lisa Calvert
- The Accreditation Site visit will be occurring on April 9-11
- The Faculty Board of Regents (BOR) representative did not pass Legislature. Administration is exploring ways to create more networking opportunities with WSU and the BOR
- We are working with HRS regarding new titles and categories for Faculty
- The Academic Advising concerns were raised during our meeting with the provost. It was noted that Dr. Mary Wack is overseeing this. Town halls will be scheduled to disseminate information and gather concerns, questions, ideas
- Please watch for the HRS Employee Survey coming out on April 2 and please participate
- A follow up to a constituents’ concern regarding parking fee increases and the transportation funding is addressed in the Long term strategy PPT from the Master Campus Plan/Transportation presentation on 8.31.17, which can be accessed on the Senate website under Information for Senators

- Discussion: The Exhibit appears t have a formatting issue on one of the exhibits wherein the text is collapsed and unreadable. An additional concern arose on whether graduate student funding would be continued if a graduate student receives an unsatisfactory grade on their research project. It was later noted regarding the concern on the first comments on the missing section (collapsed text) on page 64: The collapsed line is a deletion of a policy regarding incomplete grades. The deleted text was provided on the Excel sheet of major changes (Exhibit N1 of Discussion item), as the 6th item, and is copied below.
- “Students on a graduate assistantship appointment may not carry a grade of “I” (incomplete) longer than one semester or summer session. Ordinarily, new or renewed appointments will not be approved for students who have earned a grade of “I” for longer than one semester or summer session”
- To address the senator’s concern, the rationale is also provided in Exhibit N1, and is also copied below:
- “The policy, as stated, is in conflict with WSU Academic Regulations, which provides for one year to resolve incomplete grades. Individual departments and instructors can require shorter deadlines to resolve incompletes, if they choose and it is stated in the graduate program handbook.”

- Discussion: A concern was raised that both regionally and nationally there appears to be a decrease in the demand in this field and would there be enough job opportunities for graduates? It was noted that having a masters would be advantageous in this field and felt that there was sufficient need.

- Discussion: A concern arose regarding that the GPA requirements for certificate minimums for BA students should be higher than for a degree.

- Recommendation from Faculty Senate Steering Committee to amend the Faculty Senate Bylaws and Constitution to expand senate representation for non-tenure track faculty and faculty on campuses not co-located with WSU Pullman (Exhibit U)
- Discussion: A concern that FTE faculty appointments in the College of Medicine (COM) were lower than the .075 number chosen for the formula in the proposal. The COM felt this wouldn’t adequately represent their clinicians who work 0.5 FTE. It was noted that the .075 only is applicable when counting representation when allocating additional senate seats. Also noted that the FTE is actually “Appoint Effort Percent” not FTE in accordance to HRS. And that the intent is to increase adequate representation but keep a manageable numbers of senate seats in order make quorum. Chair advised this proposal will be discussed with Senators in Spokane.
